What the index is, and is not
The exclusions matter as much as the inclusions.
- Who computes it
- trustcareindex.com, operating as a separate authority. It is not computed on hilbi.com and Hilbi is not its subject.
- What it is built on
- The EMRAM and O-EMRAM stage models published by HIMSS, applied to the relationship between patient and physician.
- What it is not
- Not a HIMSS assessment. It confers no HIMSS stage and is not endorsed by HIMSS. It is not a clinical quality rating and not a measure of patient outcomes.
- What is measured
- Signals a practice can evidence: listing completeness, verified prices, real availability, response time and first-party reviews.
- What is never an input
- Payment, commercial tier, and authorship of Patient Guide articles. This is enforced by a test rather than promised in copy.
- Independence from commercial tier
- The formula is audited for correlation between the score and the paying cohort. If they diverge, the input is published with its justification or removed.
- Can position be bought
- No. Ranking is not for sale and there is no sponsored position in any result list.
- How a practice moves it
- By keeping the listing current and the pathway complete, not by paying, and not by publishing more content.
- Where the method is published
- A methodology page, linked from every listing, published before any score is displayed anywhere.
- Governance and guarantors
- Operated by trustcareindex.com with a review board of five named clinicians and two patient representatives.
- Availability today
- The index is not displayed in the first release. The integration slot is reserved and empty; verification and qualification are the live states.
Where this stands today

- Verified (live). It is the claim flow: free, register-checked, no payment step.
- Qualified (in preparation). The checked criteria are defined; the tracking is being instrumented.
- Trust Care Index (not displayed). The methodology page and the tier-correlation audit are the two gates before any score appears.
- Presentation is a per-market setting. Where a market prohibits comparative presentation, the index renders as a neutral per-provider attribute and never as a leaderboard.
- Governance: trustcareindex.com operates the method, and the review board that approves a change to it is named on the methodology page.
